Alameda County Transportation Commission (ACTC)
Programs / Projects Management
VSCE provides Program Management, Project Controls, Data Management Services and Administrative Support to the Alameda County Transportation Commission staff in the fulfillment of their countywide programs and capital projects. VSCE staff has operated as an extension of the Agency representing the Alameda CTC at meetings and with partnering agencies. VSCE has helped create boilerplate graphics, presentation images, project area maps, PowerPoint presentation materials, fact sheets, and various visual aids for outreach.
The scope of services ranges from program/project management to program controls and construction management for roadway projects.
Other responsibilities include PSR and PR contracts support, design oversight, estimating, environmental review support, utility coordination, and permit coordination.
VSCE has also partnered with the client to provide training assistance during its staff integration and internal staff (agency) expansion. Work includes providing training and mentorship for agency personnel to seamlessly shift responsibility for project activities and technology to the client where appropriate. Other agencies VSCE staff has supported at the program level include SFCTA, VTA, City of Oakland, City of Manteca and City of Modesto.
Caltrans District 10 Project Management
VSCE has provided Project Management support to the California Department of Transportation for projects in the Caltrans District 10 area. Projects include the North County Corridor, a $1.0+ Billion project, in Stanislaus County and Route 49 Roadway Rehabilitation in Sonora. Scopes of services range from Program and Project Management to Program Controls.

VSCE staff operates as an extension of Caltrans Program Project Management (PPM) at meetings and with partnering agencies. Additionally, our firm has assisted the agency in facilitating the resolution of a range of project-related issues.

VSCE staff assists the agency with project delivery leads monthly project delivery team (PDT) meetings with the environmental specialists and design consultants, performs quality assurance reviews of deliverables, and assists in expediting Caltrans’ review of technical documents to ensure timely approvals.
Other Project Management projects include District 4’s Route 101 Design-Build Ramp meters, and the Bay Bridge On-Call.
Rapid Bus /Smart Corridors Program – Program Controls Services
The Rapid Bus /Smart Corridors Program was in its project delivery phase, which included planning, design, and construction of bus improvement projects throughout Alameda and West Contra Costa counties. The Program Management Team requested payments and monitored funds, managed project delivery, and coordinated project delivery priorities with project stakeholders such as AC Transit as well as cities within the project area.
VSCE provided cost control and contract administration services for the project, as well as technical support in the areas of utility and right-of-way coordination, design package integration, and sequencing. Special services provided as needed to accelerate project schedules, included participation in weekly progress meetings. Additionally, VSCE staff incorporated a special program and database to manage project costs and monitor contractual budgets and contingencies.

Bay Area Rapid Transit (BART) Earthquake Safety R-Line
The BART Earthquake Safety for the Richmond “R” line focused on the repair of elevated rail structures for the Bay Area’s regional transit agency. The project delivery phase included PS&E preparation of the BART system’s structures.
VSCE supported the BART design team in multiple disciplines including the preparation of a preliminary construction schedule, coordination with various local agencies, and collection of as-built plans and data associated with utilities and roadways. Coordination efforts also included working with the public works agencies of each city along the BART “R” line.
VSCE Construction Management staff provided constructability and bidability reviews of construction documents, prepared independent quantity estimates, and provided as-needed CADD design support for civil items.
